Ohio paid vacation law. Can employer not permit extra day off, just give the money?

My wife is hourly working for Ohio department store. Boss wants her to work 40 hours, get usual 1 day off (no pay) and extra regular (no overtime) paid day off rather than take a real vacation day. It's 2 days off, but she requested the actual vacation day off in addition to the 2 normal days off. This has come up a number of times. Written company policies of birthday off, good attendance rewards have been ignored even during non-holidays.|||sadly they can do as they please. her only option is to quit,whichis not a good option in ohio at the time. jobs are scarce.
